Parts are on ebay for MK VIII,s

I bought HID ballasts(passenger and driver)for the red 97 LSC on ebay just incase of failure (always be prepared)
and a cruise unit(still havent looked or swapped backwards rear wheels)

many good parts,but few buyers.I almost wanted to buy more because it was so reasonable!!
I currently have a 95 rear axle and suspension housing Im not gonna get to use(car was totaled by VW GTI) and a 93/96 passenger side cornering light
assembly.Anyway, if my 97 has a low beam HID bulb failure can it be replaced by one of these 8.95$ xenon bulbs I pulled up on ebay?

No you can't replace them with the 9.95 bulb. You have to buy a $150-200 conversion kit but there are cheaper ones out there...

You can offset that cost by selling your old working bulb.
