Frozen inner tie rods

I'm in the middle of replacing the inners/outers and it seems like the new ones i got don't swivel at all while the ones on the car are really loose. Is this ok? Is that little plug that gets driven into the inners going to make it loose? I don't know much about suspension, just pulling and replacing as per instructions.

Nevermind, once i got them on the car i had the leverage to move the balljoint around... i hope it gets a little looser though

A new one will be 'tight' in your hands but like you said, on the car you have more leverage.
