At what milage does the exhaust system need replacement on a 95 mark just a ballpark figure.( muffler, catalitics)

No particular mileage really.

It pertains more to your geographic location and weather condition, is the car garaged etc.

An overall visual inspection and the general condition will tell you more then mileage.
