Are Strutmasters spring/shock conversion kit adjustable?

Purchased them a few years back, 1.5" drop kit, back dropped front never did, I was told to be patient they would but NOTTA. Noticed a threaded shaft in center that is backed all the way out (appear unscrewed). Before I pull and cut the springs can screwing this down compress the spring?
