California Emissions

I just got one of those Auterra OBDII Scanners for the Palm Pilot. (Love it BTW) When I hooked it up I saw that my vehicle has OBDIICalif emissions. What is up with this? Was this standard on 97's or was it oringinally a California vehicle? The Carfax says it was first registered in the town I live in (Port Washington, NY)
Is mine more of a dog because of it?

It has a Cal emissions calibration, nearly impossible to chip.

Theres also a crappy Colorado calibration out there as well. Slightly lessened power and hard to chip.

So does this mean that lets say a totally stock 97 Mark with Calif emissions would be "slower" that a stock 97 mark without Calif emissions?
