They actually make a flat black type paint especially for those surfaces. automotivetouchup.com has it.

Since the wiper arms come off in 10 seconds, they're fairly easy to deal with. I sprayed them with some shiny black enamel paint that sort of matches the wiper blade backing. Whatever was available at the parts store at that time.
Painting the pillars & moulding is a whole different game, however, I can see how you'd like to match paints on each of the parts.
