Start fuel issue.

OK, 96 base. A few weeks ago, the vehicle began showing a hard start issue. This was out of nowhere. It's definately a fuel pressure issue. It takes 4/5 cycles of the fuel pump, for the vehicle to start. With a pressure gauge installed, I noticed pressure will not climb to 40 until after 4/5 pump cycles. Also, pressure drops off immediately. When running, pressure is at 32. With line disconnected and plugged, pressure rises to 40. Re-connect and it drops to 32. I replaced the fuel filter right after the problem began, so thats not it. Does this sound like a pump issue?
