What's wrong with my windshield squirters?

Resevoure(sp) is full but the squirters dont squirt out powerfull enouph to squirt the windshield. They just squirt the very bottom.

Also I am refilling my resevoure(sp) all the time but it seems like I am only topping it off. Anyone know why?
