Water in exhaust

In title only.
My wifes car, 2000 Concorde with 140k has started to rust out the mufflers. Water is leaking out several holes and I can feel the steam out the pipe, even after driving it for 30 min. This car was purchased in Texas at least four years ago with 40K and we brought it to California. She drives it daily to work with about a hour commute time each way. Oil looks good, Radiator level is fine. Ive never had a car do this before and have had many more mile on some.

Anyone have an idea other than just bad luck?
 
On a perfectly running vehicle, water and CO2 would be the only things coming out of the tailpipe. It's got to be something after the cats...maybe an obstruction somewhere.
