Relatively.

It won't shorten the life of the car or drastically decrease performance, but I'd clean it up if it were my car.
 
lol, thats the new engine, what do I clean it with? Just regular old wiping it down?
 
As long as the inside of the TB doesn't look like that then you should be fine. Plus you should be using your old MAF anyways. Once again...stop using the USED parts!! Use your known good parts (minus the grenaded engine, lol)!
 
too late, that engine is already gone, but I will replace what does go now
 
Aluminum Oxide: "White Rust" on aluminum parts is kind of a neat flavor of corrosion. It's "self sealing", meaning that once it covers the surface, it will keep moisture out and prevent the part from corroding further. Cleaning it can be done with a medium grit sandpaper, but I would fully dismantle all of the parts first: Sanding creates dust, and you don't want it getting into the MAF sampling tube, IAC port, sensors, etc.
