drains the battery....

My dad's 95 Town Car drains the battery. He is pulling the cable when parking it and reconnectiong to drive it. He uses a charger to keep it up. No one has been able to fix it but the latest info is he might need a f7vb-13c-788-aa. Can someone tell me what that is and could it be the problem? Dad's in Ohio, I'm in Colordo.
