I think (if I remember correctly) that I did it directly from under the car....I sure didn't remove the bumper nor do I remember removing the fender liner.
 
The main reason you would want to remove the bumper cover would be if you are also putting in a Spider Valve as it gives you more room to get access to the plug for the compressor which gets re-pinned, as well as access for the hardware that comes with the kit.
 
I've done it both ways, with and without removing the front bumper.

If I would ever need to do it again, the front bumper is coming off. Removing it gives you so much easier access. With the exception of the two bolts at the base of the grille, the front bumper is actually quite easy to remove.
 
With the Gen 2 you can remove just the bottom plastic chin cover peice for access to the compressor.
 
All agreed, the bumper cover is easy to unfasten, you just need a helping hand for each side as it is a little clumsy.
