So after getting a new ballast and new tail light, lacking mold, I was able to get the neon working. Wow looks wonderful. First major rainstorm we have had and now the darn thing is out again. Judging from the problems I've had, the fact lack of tails working that I've seen in person it's safe to say that this whole neon and ballast arrangement is worthless.
I have the original tail light with gunk on the inside that I could use as a guinea pig. Is there anyone that disassembles these and installs something simple like an LED rope light or something more durable?
