Chrome peeling off grill/headlights

So my 97 Base has the chrome starting to peel from the grill surround and from the trim under the drivers headlight. It looks almost as if the chrome were some sort of gel-application as I can feel quite a bit of flex/give to it when I catch my nail under the peeled edge. Was there a special way this chrome was applied, and more importantly, is there a way to get it the rest of the way off without hurting the shiny plastic underneath?

I would like to perform the LSC treatment to my car, and being mine is Black (and the plastic under the chrome is shiny Black as well) the removed trim chrome would be great as no painting would need be done. Any thoughts, guys?
