E-brake question

My e-brake cable is hanging down under the driver's door. Where the left and right side cables connect at the rear diff. doesn't look right to me.

I can pull them together and it takes up the slack under the door but I can't figure out how to adjust it to stay that way. Of course my Haynes doesn't say jack about it.
 
It's a wierd kind of clip behind the diff. You slide the clip out (it won't come off) and then you pull the two cables together and then slide the clip back. The cable coming from the driver's side has a notched end casing that the clip slides into to keep it there. I've never seen one like that before but that's how it works.

My e-brake doesn't hold the car too well when I give it gas but the cable doesn't hang down under the driver's door anymore.

Mine is hanging under, I had to zip tie it to the fuel line. This is because it is broken. Doesn't hit the ground but will hit going over bumps if not tied up.
