Engine won't turn over. Where should I start?

Over the weekend my 94 Mark VIII started having problems with a fast idle. After reading through the posts I purchased a code reader. The car was throwing the following codes: 121, 124. I figured I would have to replace the TPS switch and while the throttle body was off I would also replace the Idle Air Control Valve.
I went out this morning to get started and the car would not turn over at all. First I tried to jumpstart with no luck. Then I replaced the battery with a known good battery. Same results. The windows, radio, and everything else is working.
Is there a way to bypass the ignition switch? I have been looking through the posts but haven't found anything similar to my problems.

Have you got another (PATS) key? If it doesn't even engage the starter with a know good battery, not many things to check. Maybe a blown fusible link between battery and starter or blown fuse in the engine compartment driver's side. If not a battery/electrical problem, you're back to a PATS problem. Check this:

Thanks for reading my post. Unfortunatley I only have 1 factory key for the car. I recently changed the MLPS and I'm gonna make sure the connector is seated. It's almost like the neutral safety switch is preventing the car from starting.
 
Starting problem solved, I didn't have a good connection to the MLP switch.
I removed the hood and plastic cowling to get better access to the TPS and the Idle control valve, parts are off and awaiting the new ones. Thanks for the help.
