Remove Front License Holder?

Hi - newbie here! I inherited a white '98 Executive last week with only 30K miles on it. It's been stored in a garage all of it's life, so it's in perfect condition! I love this car!

Here in Florida, though, we aren't required to have front license plates, so I'd like to remove the holder. I can't figure out how to remove it, though. Can someone clue me in?

Also, does anyone have any recommendations for good touring tires? The Michelins that are on it are showing a few signs of dry-rot. I was thinking about going with the Goodyear Regatta 2. (Remember - Florida = no snow.)
