Transmission question

With the transmission out of the car, should you be able to rotate the tail shaft with the selector in any position? This is with it sitting on the ground NOT installed.

What if it does rotate in the park position? What would cause that?

My bad, it doesn't do it in park. I didn't move the linkage far enough. I'm good.
