The 1st gen temperature gauges used a separate temperature sending unit from the one used by the PCM. They are both located on the coolant crossover pipe. On the passenger side is a two wire harness and sensor which is for the PCM. On the driver's side is a single wire harness and sensor which is for the temperature gauge.

You could verify the actual operating temperature with an IR heat gun.

The gauges on my 95 would do the same thing, would rise and fall but never get higher then the "A". Changed them out for different cluster and it rises and falls as needed.
