Depends on your application.

For a full time single tune without any options, a flash tuner is the best.

For the capability of multiple tune options as well as being able to switch on the fly between the programmed tunes or stock settings, a chip is best.

Trust me, this is NOT where to cut corners.

It's not so much the cost of the hardware as it is the experience of the programmer doing the tune.

I wouldn't recommend them if I wasn't 100% happy with my tune. Even the "upgrades" that were tuned in for free.
