Ok, I decided to go with Garnet Red body Color, but I have a problem. I started painting the chrome around the tail lights, and I used sandable primer, 2 coats, and a heat gun to "bake" it to the chrome, then 3 coats of garnet red, then three coats of clear, it matches great, but is already flaking off... Any ideas? I've heard of adhesive promoter, do I need that? In theory, should the rest of the paint just chip of for me to re-do the back with adhesive promoter? Any help would be awesome guys.

Before painting, I did clean the surface, using rubbing alcohol. It has not been painted prior to this time, and the primer is coming apart from the chrome pieces. I have to figure out how to get the rest of the paint off to start over again now.

I would suggest using (although I suppose it is too late now!) a scotchbrite pad to give the new paint (or primer) some "bite."
