1996 Mark VIII Runs Hot, But Coolant Overflow Tank Cool

Hello everyone. I have a 1996 Mark VIII with about 65K miles on it. We've had it about six months, but it's been family owned for the majority of its life. When we purchased it is seemed to run a little hotter than other cars we have, at about the "R" and sometimes the "O". Didn't think too much of it, but yesterday I notice this creeping up around the "N", but not to overheating. This was running over 65 mph in about 27-30 degree air. I checked for leaks and coolant level when I got home, everything was fine. I also checked the fan and it does come on when I turn the a/c on.

This morning it did the same thing. I had the heater on high and it didn't seem to make a difference in even slightly moving the gauge. When I lowered my speed, the temp. seemed to lower slightly though. When I got to work I checked under the hood and the overflow tank was completely filled (to the top), but the tank itself was not hot at all. Any help would be appreciated. I was leaning towards air in the system (I read that on here) or the t-stat. Advice? Thanks so much!
