1lb rotating weight doesnt = 10lbs car weight

There was a discussiion on this a while back and in the bok Chassis Engineering they found that decreasing weight by 15 pounds was like adding 2.14 HP. Decreasing rotational weight by 15lbs was like adding 6.42HP and decreasing rotational engine weight by 15 lbs was like adding 32.10HP.

So its a factor of 1:3 for rotational weight and a factor of 1:15 for engine weight. The more you know :)
 
It's not a hard and fast rule. Depends very much on the distance of the mass from the center of rotation.

As for the engine weight, you also need to account for the difference between rotating mass and reciprocating mass, stroke, RPM, etc. There are a lot of factors to consider.
