94 Towncar Passenger Rear Sag

Here is the story,

I recently replaced the rear Air Springs do to what it look like a bad right air spring. The Passenger would always be lower than the driver side. So I replaced them with Rear Springs from a 02 Crown Victoria P71 with 165k to later find out the Passenger side was still sagging. Thinking I had bought bad springs I went back and exchanged them for those of a 03 Crown Victoria LX with 89k and still the passenger side would be alot lower than the driver side.

I checked all 4 shocks and they all compress just like new there KYB Gr2s. Checked all bushings in the rear and front and they all seem to be good. Now I had to add spring helpers to the passenger rear to even out the height. I know that there must be something wrong but I am out of Ideas.

There is no frame damaged car has not had any wrecks at all nor has it had any rear end work.

Any input would help from you guys.

Other members from another forum have suggested to loosen the rear control arm so the bushings would not be twisted or warp while the car is at curb height.
