98Blend Door Motor Won't Rotate

Hello,

I just replaced my blend door for the second time in about 14 years (reinforced the black plastic arm and slotted the metal connecting arm), but when I tested it out, the motor did not turn. I reinstalled the old unit, and it does not turn either.

What am I missing?
