ABS diagnosing

a few days ago my dash ABS light came on and stayed on- it did not flash. The trac control button under the eatc is fixed OFF- pressing it does nothing.
I jumped the ground and trigger pins on the red ABS test harness behind the passenger head light,then turned the key to RUN. The dash ABS light blinked 2x, paused then blinked 6x...DTC 26:
Open or short circuit- RH rear inlet valve or wire harness
the DTC 26 diagnosis:
check resistance on the 16 pin valve block connector between the HOT in RUN pin and the RH rear inlet valve pin...tolerance is 5-8 ohms, mine reads 7.2

for the module it says to check resistance (with a breakout box) between pins 55 and 3, I'm not using a breakout box, but on my module harness these wire colors match the service manual diagram- circuit 455, GY/R for RH rear inlet valve (pin 55) and circuit 532, O/Y for switched power, pin 3....resistance measures infinite

the problem is if I measure resistance on other circuits at the module harness (that don't create a DTC) the resistance also measures infinite...so I'm confused as to what the problem is- I should get normal resistance on circuits that are not creating a DTC? I'm testing with the battery removed
I've confirmed good fuses at both the box and panel, and a good relay at the pwr dist box, I'm wondering about the diode

the quick check list says to confirm power to the module between pin 33 (O/Y) switched power and pin 19 (BK/Y) ground with ignition ON...should be at least 10v, I have 0.2

I guess one question is, can I use a simple volt/ohm meter to read the module harness without a 60 pin breakout box tool? the wire colors, pin locations and circuit description seem to match my harness
(btw, I tried to attach images scanned from the service manual, I cannot do it)
