Anti-Lock Brakes Acting Wierd

What could be making the anti-lock actuate when it shouldn't?

Sometimes when I slow for a light the brake pedal feels like rumblestrips and compresses further than it should in my opinion.

Is this an actuator or sensor going bad?

Oh, and today the anti-lock light came on for a bit. I stopped at a light, turned the car off, turned it back on and the light went off from then on.

First guess...dirty speed sensor. Pull off the front wheels and rotors and degrease the teeth on the gears.
