clock spring

My steering wheel clicks when turning and the air bag does not sit properly. The air bag light is on and the horn and cruise control functions don't work. I thought the dealer said that it was a clock spring. Has anyone tried fixing this or had similar problems?

i know when my clock spring went, i think the piece itself was like 12 dollars.... im not really sure because i was under warranty but the guy had it fixed in about an hour so it cant be too bad. hope this helps.
