Fails smog - P0411 Secondary Air Injection not fixed yet

I've been through some of the basics. I checked the air pump and it starts up for the first couple minutes after startup and then shuts down. So that tells me the relay and the pump are working. I just got the control valve replaced too. Cleared the code and ran it for probably 30 plus miles with no repeat MIL. Gt it smogged successfully today. On the way home the CEL came back on. Same code for insufficient flow. So looking at the control valve there is a thin vacuum line (one of those preformed hard plastic tubes) that travels up the front of the engine over to an EGR pressure sensor. Is there any remote chance this sensor could be bad? If not I'm at a loss on what to do to make this silly light go away short of tuning it out.

Any thoughts or suggestions on hat to look at?
