Front not lowering

In title only.
I'm sure this has been brought up, but I haven't been able to locate it. The front is not lowering. When I park I can see the back lower the front stays up even over night. I'm not sure when I'm driving but I doubt it is lowering at all. Is each side controlled by a valve or is there one for the front and back and where is it located?
 
Is switch in trunk off?? Yes, each side is controlled by a selenoid valve. High, right next to the bag.
 
The switch is on. It's only been about 2 hours since I parked it, but the front is still up, right rear is lowered, left rear is up 1/2-3/4 an inch higher.
 
Another thought. The front is about 4" from the tire to the fender. The left rear about 2 1/2" and about 1 1/2" in the right rear. The compressor only runs for about 15 sec when I turn it on. The car was been parked for about 4 hours before this test.

The front still seams high, but could this be a rear bag leak?

If so is this normal for there to be a 4” space in the front?
 
This sounds like a strange problem.

First you should measure the heights:

According to the 94 service manual, the ride height should be measured from the bottom edge of the wheel to the wheel well lip.

The front should be 24-1/2 inches, +/- 1/4 inch.
The rear should be 24-1/4 inches, +/- 1/4 inch.

I think the gen 2's are slightly different in the distances.

Usually if there is a venting problem it shows up in the rear first. Have the front sensors been messed with or is one of them disconnected?
