headlight problem

hello i converted the headlights in my 98 lsc to an hid kit from ebay, the kit worked great but my passenger side ended up going out. originally i thought that it was the bulb or ballast but i took the passenger ballast and bulb and connected it to the driver side wires and it worked perfect. i cant figure out whats wrong. however the other day my blower motor wasnt working and after looking at it i noticed water (in heavy rain) dripping onto the blower motor. could this have something to do with my headlight being out? thank you
 
Check your grounds. There should be one on each side under the plastic headlamp access cover.
 
ok, now ive done a little more investigating and i cant figure this one out.. both the driver side and the passenger side have power and a good ground, the driver side wich is working is around 11.87 v with the car off, the passenger side is about 11.65v ? could this be my problem? im very confused
 
Turn lights OFF and test battery voltage again. Start car and check voltages (lights OFF)....report back with results!
 
Testing your charging system quickly with a digital voltmeter (assuming charged battery):

1. Test battery voltage with engine off. Check at battery terminals at clean terminal or clamp, not the bolt or nut. Record voltage. This is your battery's standing voltage.

2. Start engine & run at 1500 RPM. With no other load (doors closed? Underhood light off? Auto headlights off?) - record voltage. Voltage should be higher but not by more than 2 volts. This is your charging voltage without load.

3. Turn on heater or AC to MAX along with turning on highbeam headlamps. Increase RPMs to 2000 RPM. Voltage should be a minimum of 0.5 volts above your standing battery voltage. This is your charging voltage with load.
