Hood insulation foil shield, is it necessary?

The grounding straps that tie into the foil shield under the hood insulation are torn off on both sides of my '96 LSC. They were like this when I bought the car. Is the foil really necessary to shield the engine electronics? Or is it there to minimize the egress of RF radiation from the engine electronics? The pieces are intact, so I can bond them together (physically and electrically) if necessary.

Anybody with aftermarket hoods still using the factory hood insulation or some type of foil-backed DynaMat?

I believe that it is there for sound deadening. Pretty sure you can remove it with no problems.

There might be a bit of disagreement on the use of the hood material - that revolve around the following "reasons" for content:

1.) Sound deadening (both outside and cockpit)
2.) Heat protection for the hood and hood paint (the foil)

I agree with the heat reflecting/sound deadening qualities. What I'm most curious about is that the foil is grounded to the fenders, so the foil must also be used for RF suppression. I'll probably bond it all back together with some sort of electrically conductive silicone or epoxy.
