It appears that the California Highway Is going to begin a crackdown on Modded Automobiles.... The officer I spoke to just graduated from a new CHP class helping them to ID un-certified Mods and the minimum fine is 250 dollars the max can be as much as 3500 unless the violation is so bad that they have to inpound your auto... the Mods include Intake, suspension, NOS, neon, and many more... Just thought I would give my peeps a head up!!!

I have not seen the rules it was just a casual conversation... While I was getting our child seat inspected in Hollister.... we were heading south (anywhere except home) and we ended up in Morro Bay which just so happen to have a Custom Hot Rod show going on!!!! This show was off the hook!! there were 500 of the nicest Hot Rods I have ever seen. I did not have my Camera BOO HOO only two Lincolns one was Jackie Gleasons stretch Limo.

Well, we may have emissions testing starting up again in MI in a couple of years. I should just be able to pay off the test guy though, rather than actually install cats.

Sounds like it's time to move out of the People's Republic of California.

Man CA sucks for all the smog and car modding laws, I could never live there for that reason alone. WTF does an intake or suspension mods have to do with anyone but the guy who owns and drives the car? I can understand emissions testing, that's totally reasonable. Stop the guys dumping out all kinds of crap from their exhaust, I'm all for it. But when they don't pass you for something that has nothing to do with emissions (remember Lonnie's ordeal?) like a different intake manifold, what's up with that? They should just have a set standard for what the max amount of co2, nox, hc's and whatever else they test for. There's no reason that the mods you do are anyone else's business, it just pisses me off to see all you guys that live in CA have to put up with this BS. Free country.....I guess that's optional in some states. God damn!

Cliff Notes: Don't move to CA if you like to change anything from stock form on your vehicle.

You were doing good except for those two sentences. You neglect to take into account that: 1) the earth naturally emits more greenhouse gases annually than all of humanity has emitted in all of existance, 2) your average lawnmower pollutes more than your average car in a given year, even with the difference rates of use, 3) spilling a cup of gas pollutes more than most modern cars do in a year and 4) most modern cars sold in california emit cleaner air than they suck in.

So, taken in that light, emissions testing is just another way for the dirty tree hugging communist hippies to mess with and reach into the pockets of those of us whole prefer a powerful car and a vibrant economy over some arbitrary, useless beaurocracy purporting to be helping the environment.

Wow Dave, I didn't know a lot of the facts you brought up. If those are true then why the hell dosen't the emissions law people realize this and stop wasting tax payers money? x( O wait, then they wouldn't have a job. :eek: It's just insane all the crap people have to deal with for emissions, especially in CA.

dave im not questioning the validity of these statements, but where did you obtain the info. Im intresting in seeing more of it.

He is right on all counts that is why on a spear the air day (in Northeren California) They ask that you refrain from fueling your car in the heat of the Day, don't use your Lawnmower or gas powered Leaf blowers during those days and car Pool to avoid soiling the air even more and with the super tough Smog control doo-hickey

Most of that info came from various articles i've read in various sources. A search of the net should turn up some of it. And i may have exaggerated a bit, i kind of guessed at the numbers/time periods. For example, i should have said "100 years" rather than "all of existance", maybe it was a pint or a quart rather than a cup, and also keep in mind that cars sold in california have lower emissions standards than surrounding states.

Gasoline evaporating is almost as bad as gasoline burning, and some of the new cars out there are so efficient at scrubbing their exhaust that other methods, such as selling vent-free gas cans, would yield a far greater improvement in air quality than testing cars does. Our cars parked emit some level of pollution, because the fuel system is vented. Newer cars have closed fuel systems, so there is no emissions from evaporation when the car is parked. I bet some of the new hybrid vehicles pollute more when you're filling them with gas then they do when you're driving them down the road (you know those fumes you see wafting away from the filler when you're gassing up?).

And when i said "most modern cars" i am referring primarily to low emissions vehicles, or super low, or ultra super low, or whatever the hell the hippies call them now. New cars are all at least "low emissions vehicles," (i'm pretty sure) but not all are good enough that they emit cleaner air than they suck in, although a lot of them do, at least in california (because of the tight emissions standards coupled with really crappy air quality). California's air is a lot better than it was 30 years ago, but still isn't all that great. But they could do better than forcing emissions tests down peoples throats. Mandating a newer gas can design or mandating catalytic converters on lawnmowers and other small/marine engines would go a lot further to help than emissions testing.

Clean Air?

Strange but true tale of 'clean water':

Years ago, a large artesian well was being drilled near a river. The project engineers had devised an elaborate water clarification system that would allow the well to flow while drilling and still meet stringent clean water regulations. It included screens, sand filters, sedimentation ponds, aeration ponds and finally a mixing pond just prior to the outflow into the river. Many tests were continuously performed, including turbidity to assure the discharged water would meet the regs. The screens / sand filters performed just fine and the sedimentation / aeration ponds performed to specification. The problem was mixing river water with the discharge water. Once river water was introduced to the treated water, it was too turbid(dirty) to lawfully discharge.

By law, you could not discharge 'river water' into the river and meet the regulations.

Wow. I guess when I wasnt looking, California decided to re-write the Consumer Protection Act of 1992. Because back then, when the new law was passed, allowing the private owner to modify any component of a privately owned vehicle, within the emissions guidelines of the EPA, and the NHTSA. In otherwords, as long as it passes smog, and wasnt "unsafe", it was legal to modify.

Furthermore, there has been a law in affect allowing the Modification of commercial vehicles for transportation of cargo, or passengers. I.e. window tint, upgraded suspension parts, driveline components, graphics, etc. Thats what a stretch limousine is. A modified car. period.

If there is a such a crackdown, the State of California stands to lose over 25 million dollars a year in revenue drawn by the sale of automobile aftermarket parts.

I think Mr. man needs to go back to class. He is grossly misinformed. Imagine what would happen if it became illegal to have aftermarket rims, window tint, alternative fuels, custom paint, and quieter(yes, quieter) exhaust. This state has more cars per capita than any other state in the union. If the lawmakers tried to limit what Kalifornian's can do to their private property,(triple-taxed private property, I might add), then the sale of new vehicles will cease, and the "black market" for used cars will return.

Oh, and p.s. I love to get in our STOCK 1969 Plymouth Road Runner, 440-6pack, and drive it WOT. Exempt from emission testing, and runs rich enough to gag a small animal!!! I pay at the pump, so they cant say squat! You dont like it? STAY HOME!!!

I believe he was referring to illegal Modifcations of Automobiles and not the accepted types.
