I passed...barely. Kind of surprised...I pride myself on driving a clean, well-maintained car.

Very high hydrocarbons and lowest I've ever seen NO. CO is highest I've seen for my car also.

My copper plugs have 10-12K on them, but my car sees high rpms...a lot. My plan is to SeaFoam and maybe replace the plugs.

Any thoughts on those numbers? Is the EGR working right?

Probably running a bit rich or egr isn't working properly. Usually lean condition causes high Nox if I remember correctly and yours is very low. Are your tailpipes full of soot?
 
If you drove your car straight into the shop without warming it up... the cats weren't working right/are showing signs of age.

How many miles on the O2 sensors and cats?

Those would be the first two items.
 
Hows the MAF? My tail pipes were a little black and if I gunned it I would get a little carbon out the exhaust. New MAF and its all gone, in my case the MAF was bad but yours might need a quick cleaning. Otherwise as mentioned O2s would be my next bet.
 
O2 sensors have about 15-20K miles on them.

MAF was cleaned about 10K miles ago.

Tailpipes are quite sooty, but I've never cleaned them. I guess a good test would be to clean the pipes, run SeaFoam, then check for soot after x miles.

How would I know if the EGR or cats are "struggling" without actually opening them up?
 
I think on the 96 you may have 4 O2 sensors, if so the rear O2s are there to tell if the cats are working.
 
How many miles are on those factory cats? The rear O2's will read if they've the cats reach an unknown reading in inefficiency. The majority of the time they won't be performing up to snuff and the rear's won't throw a light.

Based on the fact that the HC's were high at 15, but low at 25 would indicate to me that either the cats finally got warm enough on the 25 MPH run, or the EGR wasn't working/opening on the 15 MPH run. I know the EGR only operates at a certain rpm/mph.
