The way to get into the EATC test is: Touch FLOOR and OFF at same time, then touch AUTOMATIC within two seconds, right? If so, it never goes into the test sequence. This should be done with engine off, key =ON, right?
The test sequence as you quoted is correct, however I am not sure if it is key on/engine off. I would try with the engine running.

Ding - Ding - Ding!! You win the prize!
Well, the plug was in, but one of the wires wasn't. Someone, sometime, somewhere removed and reconnected that plug at the top right side of the compressor and when they reconnected it, pushed it on but one of the pins was pushed out enough to last for X thousand miles. I have NO idea who could have done it.... I've never pulled the electrical off the compressor. I got a spare EATC if anyone ever needs one....
