Oh where Oh where has my little green guy gone?

Wondering how to post a pic or get a signiture..i went to the search page and read everything and followed directions, but it said that im not allowed access? I paid my 20.00 and have yet to see my green guy or be allowed access to page to upload pics or signatures..I know , i gave it a while to process through system about three weeks ago or so. But i tried it again today, and the Golden doors to the Halls of Lincoln are still locked to me.
