The cover doesn't have to come off, but with it off, it's right there in front of you, easy to get to. The biggest problem with the cover on is to disconnect(then reconnect) the wiring harness connector to the compressor. It's at the very front, below the compressor (toward cover).
To remove bumper cover:
Open hood, remove plastic cover over the headlights & radiator, remove the chrome strip below it, remove the sidelamps.
There are two screws behind each sidelamp attaching cover to fender.
There are five screws in each wheelwell (three in fender, two in splash shield).
Two bolts on top of the grill.
One screw and four pushpins along bottom of cover.
Remove the cover with grill attached.
To install, reverse above.
