Replace Neon on Special Edition

I'm looking to buy a '98 LSC Special Edition (gold trim) and the owner said the neon doesn't work. Do I have to replace the whole unit, is it available? Or just the ballast or... I love the Neon effect and would like to get it working but if the cost is prohibitive, I might pass.

There is a person who sells an after market ballast, someone will post a link or you can try a search for the info.

In most cases it is the ballast that goes bad.
