Temperature Rising

The temp gauge will stay in its normal position while driving but will start to rise when stopped at a light or at idle. The coolant is at the proper level when the engine is cold and I get heat once the engine has reached operating temp so I don't think it's the thermostat. I replaced the water pump a few years ago so I hope that isn't the problem. The hoses feel firm when the engine is running so I would assume the pump is getting plenty fluid through the system. Does anyone have any ideas what may be wrong? Would a power flush help?
 
I'll have to have the flush done. As far as the fan is concerned, I haven't had the AC on yet because of the cool weather and this temp thing just started. I know my refrigerant is low because it wasn't getting cold last year. Is there a way to check the fan operation without turning the AC on?

You may also have some air in the system. may want to check into that. Get all the air out. That is a problem I had also.
