wiper motor problem?

my windshield wipers when turned off want to stay in the up position but if i flick it off and on a few times fast they will stay down. is it the wiper motor or something else?

also doing my blend door motor tommorow and the gray arm at the other end :( hope everything goes good im having alot of costly problems with this car: headlight, neon, washer fluid sensor, blend door, wipers, tensionor pulley and chemical paint peel, a few costly broken interior parts cupholder ect. hate spending the money but like the way the car rides
 
Usually just a mechanical function. Take off the intake grills at the bottom of the windshield. That will give you access to the linkage. the first linkage connestion away from the where it bolts onto the motor is where the park function comes from. In "wipe" operation the motor turns one direction, and in "park" it turns the other direction. That 1st joint is cammed to change the "moment" of the linkage. The usual problem is that the joint is dry and needs to be lubed. Too heavy of grease is not the answer. (it gets too stiff to work in the winter) Use light machine oil or spray teflon or silicone).
The only other problem is that the motor has lost the ability to reverse direction.
