Some observations from my '99.
The fore/aft on my seat has started to slip, so I've gotten in the habit of just unplugging the big multi-pin connector under the seat. It can be reached from the back seat, near the center console. When mine is disconnected, it behaves exactly as you describe. Of interest is that although the front/back, up/down and recline functions are all inoperative, the adjustable lumbar still functions.
I'd probably just check fuses first, and that connector. It is clearly all powered off the same circuit.
