Why is my inbox flag always up?

When the flag is up doens't that mean you have mail or something? What happens when we do get mail? Just wondering...

If you are talking about this icon http://www.lincolnsclub.org/dcforum/Images/user.gif it is static and does not change, you will get a flag in the upper left corner when you get a new PM.
