imrc box

i have a 98 lsc and I'm pretty sure my IMRC control box is going because sometimes the car hesitates at 3000 or just feels sluggish and other times it doesn't both IMRCs open freely when done by hand, does anyone have advice on how to get to the control box? i know its behind the driver side cylinder head but how the hell do you get to it?
 
i did do a seafoam treatment it seem to help quite a bit now it just seems like an on off problem, sometimes it runs beautifully and other its runs sluggish. and when it is cold and reaches 3000 rpms it misses quite a bit.
 
alright ill run it through once more and see if it helps. is it a common problem for the control box to go? i can see the imrc's being opened when i rev the motor parked also.
 
ive scanned it came up with p1519 but the imrc opens very freely when i do it manually. i know i may seem like an annoyance being this is the second post i've made about this but i just love my car and want it to be running the way it deserves

rather than myself do test wrong and hurt the car more than it already is i had my brother run some test on it for me, he is a certified mechanic, and he told me the imrc box is bad he and i both noticed the imrc are only opening every so often and only for a short period of time at WOT. he agreed that they arent gummed up because they turn freely manually and he said you can feel them stick even slightly if they are sticking which they arent. and i trust his judgment because he has worked on numerous 99 cobra's and knows these engines very well. So can i get some help on how to access the control box itself? and where to find a good replacement?

If he has worked on numerous 99 Cobras he would know they don't have IMRC's, they have tumbleport C heads, very different from our B heads.
 
sorry that was a typo i ment to put 98 cobra's, he does tunning and other moddifications to mustangs and this is the most common year he gets

in order to get to the box itself does it require taking off the intake? or is there som way to get to it that is much easier?
