Well, I guessed at the age of your Audi, and found the following. Perhaps it applies? the symptoms seem right.
So the flasher module might be built into the switch?
edit: oops. What Driller said. this whole "second page of comments" thing gets me once in a while.

2001 Audi A6 Turn Signal not Blinking?
Hi,
I have a 2001 Audi A6 2.7Q and my turn signals are not blinking on both sides. But when I turn on my hazard lights they seem to blink just fine. I tried to replace the fuses for the signal lights but they work for a moment and then goes back to not blinking again. Before all this had happened I noticed a stranger clicking noise coming from the AC/Heater Vents. The noise would come on after every turn signal usuage. Now I'm guessing it had to do something with the turn signals. Can someone please help me out.

The hazard light switch is the flasher relay. If you're hearing weird noises its most likely this relay. You can try hitting the top of the dash while its messing up to verify the problem. You'll need to pull the trim off around the switch. Start with the corners and work inward with a curved or a 90 degree pick. The trim will come off and you'll be able to pry out the switch and install a new one. If the problem is still there, you're gonna need to replace the turn signal switch. This is a much less common problem but I have seen it. Good luck. Hope this helps.
