Bad fuse ??

Got a voltmeter? Or a voltage trouble light? It's best to test the fuses ( both sides) for voltage anyway.

Just had the trans rebuilt this week..That woldn't have anything too do with it..Right ??
There are wiring harness connections on the transmission cross member that may have not been reconnected properly, but I'd have to do a bunch of research to see if those would affect what you're having problems with.

I'd check the fuses first, and if they're ok, then it might not be a bad idea to take the car back to the place that did the transmission work.

fuse 20 is fine..fuse 4 blown..replaced it and blew again...
Then there's a short somewhere and you need to have someone who really knows what they're doing look at the car.

If its blowing this fuse ..is it ok too still drive it ??
Try it, if it will drive then carefully take it back to the transmission place.

It's possible that they damaged something in the wiring when working on the transmission.

Like DLF said, if there is a short, bring it to the shop so they can go over their work and look for any cut, frayed, or crushed wires before you pour money into it. Just make sure you have enough gas!

You could do a visual yourself. If you find something at least you can determine if you are comfortable to repair it.

Check out wire "1002" top left hand side. This runs off of fuse 4, powering everything you've said. I bet this Black/Pink wire is hitting a ground wire or metal somewhere.
