When I break and turn the wheel, the RPM drops out of nowhere and sometimes it stalls (feels like your losing power). Other times it catches up, and goes back to normal.

Have you ever turned the wheel all the way while at idle? The RPM will drop, this is the same thing, but it will stall. What could it be?

It might be your IAC. When you turn the wheel the power steering puts a little extra load on the engine, usually the IAC will compensate and keep the revs the same.

I've experienced the exact same problem. I replaced the IAC and TPS and thought I had the problem fixed, but it's done it again recently. Fortunately it only happens when it's very cold outside (below freezing) and when I'm parking in a parking lot (so I'm almost stopped anyway).
