I think it depends on the vehicle. I ran catless on my jeep when I went offroad (welded up flanges to make it easy to swap out after nuking two cats on the rocks), and didn't get a CEL. It was a 97 (ODB II).I just gutted the cats on my 94 ford taurus wagon. Its my work car it was getting 13 miles to a gallon and sluggish. Mileage is up to almost 25 miles to a gallon city highway. Its a 3.8 and the temp gauge has been dancing around for months. So i figure before i junk her i might as well save on gas. It is smelly as has been stated smells like a 60's.70's car. No CEL but its OBDI not OBDII you won't get away with it on OBDII.
Me thinks he thinks they are plugged, which would demand something is done before other bad issues arise.You will get a check engine light unless the rear sensors are removed in the tune or MIL simulators are used.
Why are you doing this anyway ?
I would suggest leaving them alone. The only thing you'll gain is a smelly car
