headlight adjustment cover????

On my car under the hood the hole black cover all the way across the front some of the hold down fastners are missing. I would like to know what are the proper fastners that should be there. On the outside ends it has the phillips head. What kind goes in the center? The push in kind or should it have the phillips all the way across?
Do I have everyone confused?

Edit: BTW the plastic cover has the same fasteners all the way across.

And you can get them at the dealer. The part number is N804570-S

Comes as a package of 7, and I think they were $.50 ea.
