Power window help

So I have a 97 mark viii base. All of a sudden my power windows quit working and when I push the switch the courtesy light and puddle lights come on but no power windows. I have no idea what happened. Was raining at the time. Any suggestions would be appreciated.

Inside the drivers door, up near the side mirror, is a relay component that is wrapped in clear rubber. Not sure on a 97, but there is on my 95. When it rains the windows don't work properly. They work fine when it's dry. I have re-done the motors and changed the switches. Next time the door panel comes off, I'm going to make sure it's sealed.
