I suppose it's possible..

Have you popped the cover on the panel and checked all four outputs against common with a volt meter? That'd be the easiest way to tell.

Alternatively - If your house was built in the 80's, you may have aluminum wiring. This will create this lovely black goo on any connection that isn't perfect.. they'll loosen up over time. usually this failure would be at the terminals of a lightswitch, or at the terminals of the series of outlets that has failed.

apparently the house has two 120 lines that come in from the street to make 240, and one went out, that's why half the box was out, although not the whole half, just those four.

apparently the house has two 120 lines that come in from the street to make 240, and one went out, that's why half the box was out, although not the whole half, just those four.
That is all houses. Sometimes just one phase goes out, very bad for your electronics.
